Operation of Golf Carts on Boyle Count Maintained Roadways:
Golf carts are not permitted to be driven on Boyle County maintained roadways as the Boyle Fiscal Court has not passed any ordinance(s) allowing golf carts to be operated on its roadways. While KRS 189.286 allows local and county governments to decide which roadways, if any, golf carts may be permitted to be driven upon, Boyle County has not passed any ordinance allowing them on their roadways. Further, it is highly unlikely a " blanket" ordinance would ever be passed allowing golf carts to be driven on all roadways in Boyle County. Any future ordinance that may be adopted would be very specific as to which roadway(s) golf carts would be allowed to be operated upon. Further, even if an ordinance were to be passed allowing golf carts on certain roadways, golf carts would still have to meet the specifications of KRS 189.286 and then pass sheriff inspection and be issued a permit. Additionally, no unlicensed driver would ever be allowed to operate a golf cart on a Boyle County roadway.

Operation of ATVs, UTVs, and other vehicles, often known as special-purpose vehicles on Boyle County maintained roadways:
ATVs, UTVs, and other vehicles, often known as special-purpose vehicles are not permitted to be driven on Boyle County maintained roadways as the Boyle Fiscal Court has not passed any ordinance(s) allowing these type vehicles to be operated on its roadways. In the Spring 2025 Kentucky legislative session SB 63 was passed by the Kentucky General Assembly and will go into effect on June 27, 2025. SB 63 does not immediately legalize road use. SB 63 allows local and county governments to make their own rules regarding the operation of ATVs, UTVs, and other vehicles, often known as special-purpose vehicles, on its roadways. Local and county governments may allow special-purpose vehicles to operate on roadways with few rules or come up with more restrictive regulations on a case-by-case basis. Under SB 63, owners will pay a $10.00 annual registration fee and a $25.00 inspection fee before titling the vehicle. The vehicles will still be limited under the law and will be banned from interstates and highways where higher speed limits pose safety problems. Said vehicle will also be prohibited from traveling more than 20 miles on a highway with centerline pavement markings. Farm vehicles and those used primarily for agriculture are exempt from the new rules. Before hitting the roads, vehicles will be required to have safety equipment, including headlights, taillights, brake lights, reflectors, turn signals, a horn, a muffler, a windshield, a speedometer, and more. They will also be subjected to inspections for tire tread depth and other safety components.
I am confident the Boyle Fiscal Court will address the operation of ATVs, UTVs, and other vehicles, often known as special-purpose vehicles on Boyle County maintained roadways in the future. Until that time KRS 189.515 shall prevail regarding usage of these type vehicles.
